Cagayan de Oro's old Agora market is now a subject of controversy after local officials unveiled plans to refurbish it for P255 million, including the passenger terminal wing. More so that the reconstruction is through Build, Operate and Transfer (BOT), a scheme already gaining a sort of notoriety after disgruntled vendors of another BOT-reconstructed market sued to void the contract, saying the deal was onerous.
